NWAICA is funded by the Department of Communities to provide services to young Indigenous people between the ages of 10 – 17 years.  The Breakout Program is specifically targeted at young Aboriginal and Torres Strait Islander people in the Brisbane City Region who are subject to Youth Justice Orders.  Service priority is given to young people who are likely to receive detention orders in accordance with the principle of ‘detention as a last resort’.The Breakout Program is a culturally appropriate program that aims to address the issue of over-representation by assisting young people to comply with, and successfully complete Orders. 

This program also helps young Aboriginal and Torres Strait Islander people to reintegrate into their respective communities and support networks.
